Quality Assesment

The Quality Assessment is one of a series of tools for use in assessing and monitoring quality of Supporting People services. It has two principal purposes:

1. to provide a standardised means for Administering Authorities to assess the quality of services; and

2. to enable the raising of standards in the provision of housing related support.

Service performance is assessed by means of examining evidence of the ways in which services are provided and then awarding a performance level against each of the core objectives and any agreed supplementary objectives. However, it should be stressed that the Quality Assessment is a quality tool and the emphasis should be on continuous improvement.

Quality Audit

Quality Audits are a powerful tool for a business to measure the effectiveness of the Quality Management System (QMS). It is a management tool that enables a review of processes and procedures, identifying risks and weaknesses to the business thus highlighting areas for improvement.

The key element of the process is to adopt a structured approach to monitor delivery of quality from and to the business. The results of individual assessments, together with information gathered from a variety of sources ( training centre feed back, "on job" assessment, post completed assessment, ACS training, and customer references etc) are incorporated into Personal Development Reviews (PDR) and Training Plans. Analysis of the assessments assists in the identification of system blockages, Sales and Marketing activities, Supply Chain, Business Issues and Operational Procedures.

The Assurance process should be designed to make optimum use of existing opportunities for assessors to observe service delivery by accompanying Engineers, Contractors and Partners in the field on "Work In Progress" assessments (WIP), thereby also facilitating competence assessment and satisfying Health and Safety at Work Act requirements without the need to implement expensive alternative strategies. This approach is supported by observations of completed jobs on a "Post Completed" assessment basis (PC) as necessary, with all corrective actions being monitored through a Corrective Action Moderation Process.
